Francis Sogbe is a Chartered Accountant with over 30 years of distinguished service in Ghana’s public financial management sector. Rising through a series of increasingly senior appointments — from Accountant to District Finance Officer, to Regional Director, to his current appointment as Director of Finance at the Ministry of Environment Science and Technology, Accra — his career charts a remarkable arc of professional growth and institutional impact.
Throughout his service, Francis has earned a reputation as a transformative financial manager. He has implemented automated billing and revenue systems across multiple District and Municipal Assemblies, doubling or more than doubling revenue in some cases within a single financial year. His work with the Controller and Accountant General’s Department extended that reach across the entire Volta Region.
He holds a Chartered Accountant designation from the Institute of Chartered Accountants, Ghana (ICAG), an MBA in Accounting and Finance from the University of Professional Studies, and a Bachelor of Commerce from the University of Cape Coast — reinforced by international training in revenue management, IPSAS, and governance for development.
